Build a basic chatbot skeleton

I am a PhD student and need to build a prototype chatbot to test some general conversation language theories. I am planning to use the Microsoft bot framework as I'll ultimately need to interface with their cognitive services. I can set up a bot, work with the emulator, upload to Azure and talk to Twilio.
I am looking for someone with expertise in the MS Bot framework, Python on Azure, Twilio and Neo4J (preferable) able to create a skeleton program which I can use as the basis for my research project. I envisage a basic program that will accept input from Twilio, extract the original user phone number, retrieve a name from a neo4j database (or csv) possibly interrogate QnA/LUIS in some simple fashion, and return the response. In parallel I would like the entire interaction logged to a database for a future exploration with ML. I am not expecting a finished commercial level chatbot but am doing this, as I have not programmed much in 20 years, and I wish to understand and use architectural best practice before I build the program logic from my PhD program. A good structure and documented code are the requirements as this will be the foundation of my own development.
