Build SMS Chat Bot with Python, Flask and Twilio

I am new to coding and have not used any of these tools yet....Python, Flask, Ngrok and Sublime Text Editor. I have installed all of them but can't seem to get the program to work. I am looking for someone to meet me via Zoom and help me create basic chat bot using the steps listed in this website:
