Build a QGIS Service

I need a QGIS service to be written which will allow me to pass an (address or Lat/Long) to my QGIS server hosted on AWS. This will be passed via REST API. The (address or Lat/long) will be evaluated by this service and return a list of all the overlapping vectors/layers/polygons at the location of this (address or Lat/Long).
