Build me a Python application which communicates with Arduino

Please see attachment, you will see the dotted lines, which are tangent which are to be drawn. Then, on these tangents, perpendiculars are drawn whose length is Ipa and Ipc are drawn. Software will draw the tangents and perpendicular and perpendicular distances Ipa and Ipc are to be measured.
We have built a python application, and you will be needed to add the above mentioned problem to that code. Our app generates the S-shaped loop already; you will be needed to draw the tangents on the S-shaped curve and the two perpendicular distances mentioned above have to be measured. Plus, Area of triangle around the tangent needs to be measured.
