Build me a Custom Chromenium Web Browser (Python/C#)

Looking for a programmer with experience building browsers from Chromenium.

* Allow for Isolated Profile/Memory Space, so I can have 100 google or 100 facebook accounts.
* Ensure each profile doesn't take up a lot of space
* Allow for Cookies Never Expire (natively and don't need extra plugins)
* Allow to pick what cookies to keep and rest discard on browser close is good idea too
* Allow for specific plugins per profile
* Allow for Proxies
* Fast and low memory usage
* Download Fav icon to use as part of the label.
* Search Capability to find the right browser fast
* Portable so I can easily deploy to multiple PCs
* If possible, Cloud Sync
