Build a Consulting Time Keeping Program (web, mobile, OS - Win/Mac/*nix)

I am looking for a developer to build a consulting time keeping program that is compatible with web, mobile, and desktop platforms. The main feature of the program should be time tracking, reporting, and generating template invoices. I do not have a preferred programming language for this project.
