Build a Competition Law GPT – Data Scraping, Automation, and Chat Interface (Price Sensitive)

I am seeking an experienced developer (or team) to build a Competition Law Chatbot from scratch.
Scope of Work:
Data Collection:
Scrape data from websites of Competition Commissions globally (CCI India, European Commission, US FTC, UK CMA, etc.).
Implement OCR processing to extract data from non-searchable PDFs where required.
I will also provide PDF files that must be integrated into the knowledge base.
Automated Updates:
Set up a daily automated system that checks relevant websites and news sources for updates, downloads new documents, processes them (including OCR if needed), and adds them to the database.
Chatbot Development:
Develop a chat-style interface (similar to ChatGPT) that allows users to naturally query and receive answers based strictly on the ingested competition law data (no hallucinations).
Admin/Upload Panel:
Create a no-code backend interface for platform maintenance:
Easy manual uploading of new PDFs/URLs if needed.
Basic monitoring dashboard for viewing update status, scraping logs, and retraining options if needed.
The system must be simple enough for non-technical users to operate independently.
You must provide clear documentation and user manuals explaining how non-technical users can maintain and update the system without coding knowledge.
Technology Stack:
Preference for open-source LLMs (fine-tuned Llama 3, Mistral, or RAG techniques).
Backend preferred in Python.
Web interface can be basic HTML/CSS/React (clean, lightweight UI — no heavy frontend work required).
Budget:
The project is price-sensitive. Bids must offer value for money without compromising technical quality.
Handover:
Platform must be easy for non-tech users to operate without developer involvement.
Full training materials (user manuals, short video walkthroughs if possible) must be provided to ensure smooth handover.
Ongoing Maintenance (Optional):
Mention if you can offer minor post-deployment maintenance support (separate budget can be discussed).
