Build a Azure Container Instance from local python and a bash script

What I have:
1. Local linux bash shell script
2. A python script
What they do:
The bash script will accept two csv files as input, it cleans them using regex expressions and then sends the cleaned files to a python script. The python script then produces an output as a single csv file.
What i require:

I require a Azure Container Instance which will host these scripts and will also have a storage mounted, to upload input files and download the output files files.

I want a Logic App to be used as trigger when a file is created in the storage account File share the container instance must be triggered and the output will be saved in the storage account.
