Biuld me a python program

I want a python code that will be used on a processor connected to camera on a road, the program should extract the count of the vehicles in the field of view of the camera, and the speed of the vehicles, and label the current traffic flow, for example after exctarcting the information, the program should label the traffic as a state{very low traffic ,low traffic, medium traffic, high traffic ,very high traffic }, I want the code to be easy to modify
