Binance API Trading Utility

I need a Python utility that interacts with the Binance API and performs the following tasks:

1. Download and store price data in a MySQL database:
- Bid price and amount available
- Ask price and amount available

2. Create a command line interface (CLI) to place limit trades using a string input. For example: buy/btcusd/1usd/fillorkill/limit=0.00000

Ideal Skills and Experience:
- Proficiency in Python
- Experience with MySQL and database management
- Familiarity with Binance API
- Ability to develop command line interfaces
- Understanding of trading concepts, especially limit orders
