Bespoke, authenticated web service on Google Cloud

Require a production ready bespoke authenticated RESTful web service to be developed on an elastic compute service, hosted on google cloud and written in python. Inbound requests to translate JSON to Google OR Tools MP Solver wrapper, queue job against solver and when complete allow requestor to retrieve solution. Just as important as having service built is developer being able to describe an architectural approach that will provide for flexibility and future scalability. Work is completed remotely and independently.
