Base64 URL redirection script

I am looking for a Python developer to create a Base64 URL redirection script that will primarily shorten URLs.
I need a base64 redirection script which actually changes for every recipient it delivers to. like this one below
http://www.[Date_own_format][Time_own_format].belteri-ajto.com/sf_base64_encode ([Email])#sf_base64_encode (https://yourlink.com/folders/?email=[Email])
How it works, the above code works for supermailer. If you send it subscribers through supermailer every client that receives it gets a different link which redirects to the main link you want them to visit.
Also need the script to support custom domain names for the shortened links. No additional features are required. Ideal skills for this job include:
- Strong proficiency in Python programming language
- Experience with URL shortening and redirection scripts
- Knowledge of DNS and domain name management
- Ability to work efficiently and meet project deadlines.
