Automate CSV entry to Excel template/Google sheet

Select customer order/invoice data on a csv file needs to be ported to either an excel template or google sheet through data/column/cell mapping. The setup or macro etc.. has to be an on premise automated solution; either through some simple data mapping, php, json, python or a free OCR based solution.

NOT some SAAS or cloud or paid service such as power automate workflows etc.
