Apply Reinforcement Learning (in Python) to Taxi Sharing Data

The code provided will be going into the back-end of a personal mobile app project I'm developing which I'm hoping will work better than existing solutions (currently used by Uber share, Lyft etc). You will be provided with a set of taxi-share requests and will require to optimise taxi-passenger drop-off using RL and Python.
