Application Developer for Online Game Starcraft 2 -- 2

I am looking for a developer, who can write a Windows app for the free to play game Starcraft 2. Game App Developers should be familiar with the game API of Starcraft 2
When someone on a blacklist in MS Excel or other document is joining the arcade lobby I am in, the application should notify me either by simple sound and/or highlighting the user directly in the arcade lobby.
Upper and lower case letters in the usernames should be respected, and because some usernames are in russian letters, it is important for the application to recognize not only western, but also russian alphabet letters.
Since the game allows players to change names, and some players have the same name, it is preferable (if possible) to blacklist the person’s userID, which will stay the same all the time.
Also, a username-history of the last 100 people in my lobby should be kept in Excel or another document.
