Ansible script to read comma separated values file and create service now scripted api based change ticket

I am looking to develop an Ansible script to read comma separated values file and create service now scripted API based change tickets. My ideal programmer will be an experienced user of both Ansible, Python, and ServiceNow. The script must be capable of reading a comma separated values file I will provide, The scripted API based change ticket should be based on a named standard template with 4 additional fields. In-depth details should be included in the change ticket, making sure that all required info is present. This project must be completed with the utmost detail and accuracy to ensure that all tasks are properly completed.
