Anomaly Detection System using ARIMA (outlier) in Python

I am looking for a freelancer who can help me develop an anomaly detection system that will analyze time-series data. The primary purpose of this system is to find outliers. I prefer to use Python for the implementation. I will supply a JSON document with Count being the target variable (y axis) and x-axis being the time. There will be one other variable which is simply an ID which identifies a different person.

Ideal Skills and Experience:
- Proficient in Python programming language
- Experience in anomaly detection using ARIMA
- Strong understanding of time-series data analysis
- Familiarity with statistical modeling and machine learning techniques
