Animate Head Positions using Python and Open Source Models

Please look at the video and create a python code that takes in an image(bottom left) as input and convert it to a video whose head is moving(the attached video). The solution has to be developed using all open source code if possible. Else suggest paid APIs along with charges.
Preference to open source codes. Share samples of work done like this before to get started quickly. Also, since this can potentially convert to a long term collaboration, feel free to suggest next steps if you have any to increase your chances of selection.
