Alexa Skill for Home Security Announcements

I'm seeking a developer to create a custom Alexa skill for personal use. This skill will accept a POST request with a specific text, which needs to be announced across all Echo devices in my home.
The primary purpose of this skill will be to announce security events. Specifically, I want it to relay motion detected alerts. Each announcement should include additional information such as the timestamp of the event, the location of the detection, and the type of motion that was detected.
Ideal candidates for this project should have experience with:
