Advice for new AI project

I have an idea in mind for an AI powered tool. I will need new code to develop the tool itself and a platform (website) to sell access to the tool. The tool is linked to social media automation. I believe python might be best but I am open to any coding language being used. I will need an estimated budget for this entire project. Knowledge of legal implications of operating through existing social media platforms is a plus (IP right etc on Insta, FB..)
