Adding Annotations to Digitally signed pdf with incremental updates

We require the assistance of a full-stack developer for the following Digital Signature tool we are building.
Issue with multiple signatures: Scenario
1. A document required 2 signatories to digitally sign in (note this is NOT e-signature)
2. If both signatories sign it without making any annotations, the process works as envisioned
2.a. By annotations we mean things like date, name, email address etc
3. If the second user makes any annotations while signing, Adobe complains that the Document is altered or corrupted since it was signed. (We already use incremental updates as per PDF spec 1.7)
