API for Telergam, WhatsUp and Instagram

We need a Python script that will be able to restive communication using Telegram (TE), What’s up (WA), Instagram (IN)
1.1 Get message
1. Direct messages (DR) - for all
2. Comments to posts (CM) - for Instagram
3. Reaction to reals (RL) - for What’s up
1.2 After getting a message script should add row to csv file on the desktop with following info:
1. Key: (Source: [WA,TE,IN]+Type[DR,CM,RL]+Time(YYYY,MM,DD,HH,MM)+ID
2. Platform [WA,TE,IN]
3. Type of communication: [DR, CM,RL]
4. Time
5. User name
6. User ID
7. Message
8. ID of commented message [only for CM]
9. ID of reals [only for RL]
10. Response (just write “Hi” each time)
11. Status: (just write “0” for each time)
1.3 Then we need a different scrip, that will do the following
1. Take first row with status 0
2. Using data csv send message (from col message) to user. So all data which script would need to send a message should be within the row from part 1.2, except for hash and bot info.
Note: I do not provide hash and api for nither Teleram, what's up or Instagram. But in order to prove that the script is working and to build the script you would need to get them yourself
Note: this scripts would work endlessly. That all this scripts are for streaming data.
For me to understand you are not a bot: write "NOT A BOT" with the first message
Also not it is a fixed price project, not a hourly payed one, so send fee for the whole project.
