Publish my application

I have problem in publishing my application
As the developer published it on play stor ( on his own account then deleted it )
When i tried to publish they refused as application apploaded succesfully befor
It is naw On app store in my account ( no problem)

If we chabged package name
Can we use and update later easily on app store and play store?
Data on google firebase
