Federal Policy Engagement Strategy Consultant

My organization wants to be viewed inside federal agencies and on Capitol Hill as a thought-partner worth inviting into the room when policy is drafted. I am therefore looking for a seasoned government-relations professional who can pair sharp policy analysis with a clear-headed public-affairs plan to strengthen collaboration with officials—specifically around policy-development initiatives in the economic and foreign-policy arenas.

The assignment breaks down into three core needs.
1. Insight: Assess how our current positions on key economic and foreign-policy issues are landing within the departments and committees that matter most, then identify perception gaps or points of friction.
2. Strategy: Translate those findings into an outreach plan that prioritizes the right offices, aligns our narratives with their agendas, and sets realistic engagement milestones (briefings, comment letters, roundtables, etc.).
3. Activation: Provide the briefing materials, talking points, and relationship-management guidance that will let my team step into meetings confidently and keep the conversation moving toward genuine co-creation of policy.

I value practitioners who have first-hand federal experience—whether that was inside an agency, on the Hill, or through sustained contract work—because you’ll already know the rhythms, protocols, and personalities that shape decision-making in Washington.
