html5 responsive template needed

I need a responsive website in html.
Must be lightweight (if possible no bootstrap, non large files)
Design example uploaded with instructions

Instructions :
- Navigation : 200px height , logo h=100px x w=250px (size editable)

- Country flags img files to link to a <a href="/"
Flags must be visible in desktop and mobile mode correctly.

- Placeholder for banner (placeholder for html code like text , img etc )

- Placeholder for a responsive iframe (code must already make the future iframe url responsive)
