Single Page Website - PSD to HTML

I need to convert a PSD to Website (Single Page) RESPONSIVE.
MOBILE FIRST! and then the desktop.
These 2 jpgs show how the website is. The difference on the files is that there is an section where when mouse Ouvers one image it will show a specific flow, when the mouse ouvers another image will show another flow... the rest is the same
MUST USE Tailwind!
MUST BE CLEAN HTML5 with correct/simple CSS classes
MUST the images converted to PNG compressed without loose any quality
MUST the html done in a way that will load fast without bloking, even when it is waiting some files...
On the forms part, after the user clicks to submit, the form fields must go way and should appear a message on the same part where the form was saying "Form submited with sucess!"
