Mobile Responsive Mega Menu - Custom HTML, CSS, JS

We require two very similar mobile responsive mega menus to be created in custom HTML / CSS / JS
The first will have 3 levels of menu in the mobile, and variations of layouts very much like https://www.experian.co.uk/
The second will be taking the same code and creating an extra menu inside the mega menu like https://ao.com/ - Hover over ‘Appliances’
We have some basic design/wireframes for your guidance of what is expected.
Menu Requirements
- Fully responsive to work on all major browsers/devices with no design flaws
- Crawlable by Google and all layers visible and working via the fetch function in Google Search Console
- Animated elements like moving arrows like Experian.co.uk
- Animated elements like moving the underline of the main top-level header menu
- When the mega menu is active it will apply a dark tint/shadow to the content underneath
- Animated mobile menu transitions like Experian.co.uk or houseoffraser.co.uk, where you click an item and the next page of nav slides over
