EFP - psd to Bootstrap HTML

We need a freelancer for prototyping a pixelperfect PSD file with a lot of layers to a functional Bootstrap HTML/CSS Template. The design was built in Photoshop CC and there are about 15 sections, 1 Header with navigations and 1 Footer.
