Role Summary:
Own procurement research, capture, and proposal development for State of Texas software development and IT projects, with additional support for SLED and Federal opportunities. You will be supported by IntelliSavvy technical leaders, delivery managers, finance, and partners to develop compliant and compelling proposal responses from start to finish.

Key Responsibilities:
Build and manage an opportunity pipeline across Texas agencies and SLED markets with awareness of Federal opportunities for software development and IT services

Lead capture activities including qualification, stakeholder and competitor mapping, win themes, and solution positioning for software development projects

Interpret RFIs, RFQs, and RFPs, create compliance matrices, annotated outlines, and proposal schedules

Write and edit technical, management, past performance, and staffing sections for software and cloud programs including security, quality engineering, DevSecOps, data platforms, and integration

Coordinate pricing with finance and delivery teams and prepare cost narratives, bases of estimate, and subcontracting plans

Orchestrate color reviews, version control, and deadlines to deliver complete and compliant submissions

Prepare reusable templates, resumes, project descriptions, graphics, and tailored boilerplate for target agencies

Maintain registrations and profiles in procurement portals including SAM, FedConnect, and State of Texas systems and assist with vendor certifications where applicable

For Texas pursuits, manage DIR DBITS responses including category alignment, SOW process, HUB Subcontracting Plan requirements, response templates, and reporting obligations

Address security and compliance needs in proposals including FedRAMP, CMMC, and TX RAMP requirements

Draft and coordinate teaming agreements and nondisclosure agreements with leadership and legal advisors

Track results, capture lessons learned, and continuously improve content and processes

Required Qualifications:
Five or more years of experience in government procurement and proposal development for software development and IT services

Demonstrated wins with State of Texas agencies or other SLED entities and experience supporting Federal proposals

Working knowledge of FAR and DFARS concepts and their impact on bids, pricing, and subcontracting

Familiarity with security and compliance for software projects including FedRAMP, CMMC, and TX RAMP

Proficiency with Microsoft Office, Adobe, and collaboration tools and comfort with procurement portals such as SAM, FedConnect, and State of Texas systems

Excellent writing, editing, and message development skills with the ability to translate technical input into clear and persuasive content

Strong project management, attention to detail, and deadline discipline

Preferred Qualifications:
Hands on experience preparing Texas DIR DBITS SOW response packages, pricing worksheets, and required forms

Knowledge of Texas HUB requirements and vendor programs

Experience with proposal content libraries and simple graphics tools such as PowerPoint or Visio

APMP certification at Foundation level or higher

Ability to collaborate with solution teams working on Azure, AWS, .NET, React, Java, Python, data platforms, and DevOps practices
