We are a contractor for Government and International Agencies. We perform services in facility & Camp management and other general life support services under Fixed-Price & Term contracts. This time, we have been invited to respond to an RFP for providing Provision of Café and Pizzeria Services to a UN agency in Afghanistan. It requires us to write a detailed Technical Proposal, prepare and submit a complete Proposal Package for submission. Including the financial proposal.

For this purpose, we need to hire an expert to write a professional Technical Proposal and prepare bidding documents; that will be submitted to an International entity for a bidding process.

The Expert should have the knowledge and previous experience in writing technical proposals for government or international entities’ RFPs and Solicitations. The expert should be willing to share with us samples of his/her relevant similar work done previously.
*** WE NEED TO HIRE EXPERIENCED PROFESSIONALS WHO HAVE THE PREVIOUS KNOWLEDGE AND THE CAPACITY FOR THIS JOB. FREELANCERS WHO DO NOT HAVE RELEVENT EXPERIENCE &KNOWLEDGE OF THE JOB; PLEASE DO NOT BOTHER; AS WE WILL EVALUATE/INTERVIEW THE CANDIDATE BEFORE HIRING.

We require the freelancer to write a Technical Proposal & prepare a complete proposal package for submission for the RFP - Provision of Café and Pizzeria Services

The Technical Proposal, written by the freelancer, needs to cover the following technical contents and should respond to all details of Statment Of Work (SOW) of the RFP directly:
1) Quality Control & Assurance Plan
2) Ability to mobilize and Delivery of catering (Café and Pizzeria) Services to UNAMA upon receipt of a Notice to Proceed (NTP).
3) Business Responsiveness - Proposed menu contains well balanced meals which fulfills the dietary requirements, good variety of local and international cuisines, including vegetarian
options.
4) Business Responsiveness Cont’d. - 4.1. Proposal of point-of-sales and order placement system to streamline and speed up transactions at cashier point 4. 2. Marketing Strategy to promote sales e.g. happy hours & social events 4.3.Event plan for hospitality services

Besides the technical contents above, freelancer shall prepare and compile a complete proposal package which includes the following sections in addition to above: (company related documents i.e. business license, previous experience, CVs, reference letters, will be provided by the company)
1. Certification of Incorporation,
2. Company profile.
3. experience
4. Company and personnel information.
4.1. Organization chart -Single page indicating operating structure, functions and names of Key Personnel.
4.2. Company information
Brief summary: on main office, address, legal representative (President/Director), Lead Point of Contact for the contract (name, title, telephone, email).
4.3. Proposed staffing plan and CVs

Technical Evaluation Criteria TEC (attached) is a crucial part of this project. Technical Proposal must address to all points at TEC. A 3rd party Quality Control team shall check the content produced by the freelancer with TEC to make sure the content produced includes and matches all the requirements under TEC.

TEC and SOW is attached. Full RFP documents will be shared with the freelancer after the candidate is chosen to be hired.

The complete proposal package including technical proposal and all other sections, needs to be prepared and ready for submission within 10 days after award.

Work shall be completed section by section and sent to our QC Team for review and comments.
Payments will also be released in milestones for each section.
