Project Proposal Completion & Template

I have a project proposal that must follow a very specific format, but the template for that format does not exist yet. I need you to help me in two stages. First, design an editable template that reflects each required section, heading style, and any spacing or citation rules I will share once we start. Second, use that template to finish writing the full proposal so it is ready for submission—clear, persuasive, and error-free.

The finished files should come back in both Word and PDF so I can edit if needed and send immediately. Acceptance will be based on how closely the document matches the stated formatting rules and whether all project-specific content is complete and well-structured.
