Need help creating proposal document to college client from my notes and recommendations

i'm run an education consulting firm in the USA. i'm currently working on project with a college client where i'm helping them improve and expand their "dual enrollment" and "early college" partnership programs with high schools.

They are looking to hire me to analyze and assess their current program and come up with a plan of action to improve it and make it better.

After meeting with their director, i took notes regarding the current program structure, strengths, opportunities and then put togethor a list of recommendations and ideas to improve it.

I put all my notes and ideas on a document, but now i need someone's help in turning that document into a report that will show my proposal of ideas and recommendations in an organized and clear way.
