The Maryland-National Capital Park and Planning Commission (M-NCPPC or Commission) is soliciting
proposals from qualified contractors to provide Custodial Services across various Commission facilities. The
Commission intends to establish multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts under this
solicitation. Work will be assigned on an as-needed basis via individual task orders issued during the term of
the contract.
my company is called Maria Cleaning Services, LLC i would like the professional help to submit a county RFP for my company be team to take care of janitorial services/ custodial for 3 type of facility sizes small medium and large different lay outs buildings but order task be come in provided cover cleanings, turnover, details, floors etc. prices be firm for 2 years i have attached the format layout directly on here but award project i will send all files for clear completion, deadline feb 22 2pm 2026


The Technical Proposal must be clearly organized and separated into the following sections:
Tab 1: Cover Letter
Submit a cover letter on the firm’s official letterhead including the following:
• RFP number and project title, and Category of Service.
• Name of the firm
• Local office address
• Office and Cellphone numbers
• Name, title, email address, and phone number of the primary contact
• Signature of an authorized officer of the company
Tab 2: Experience, Capacity, and References
This section should demonstrate the Prime Contractor's experience, available resources, and
performance on similar projects. Include the following:
A. Company Experience
Provide a summary of your firm’s experience in custodial/janitorial services. Include a detailed
description of the types and scopes of facility maintenance provided. Highlight the firm’s management
structure and the experience of its leadership team.
B. Resource Capacity
Describe your firm's capacity to mobilize additional staff during peak demand or emergencies using inhouse or locally controlled resources. Include a list of current equipment, vehicles, tools, and other
resources available to perform services as outlined in the Scope of Work.
C. Past Performance
Demonstrate the successful completion of at least three (3) comparable projects within the past ten (10)
years. Eligible projects must involve facilities that align with the category of services for which your
company is submitting a proposal and must reflect a similar scope and complexity. For each project,
include:
• Project name and location
• Facility size and building functions
• Contract value, duration, and term
• Name and contact details of the building owner or manager
• Reference contact: name, title, phone number, and email

D. Subcontracting Plan (if applicable)
If subcontractors are used, provide a detailed subcontracting plan including:
• Subcontractor name(s) and company profiles
• Services to be performed
• Certifications or licenses held
• Roles and responsibilities under the Scope of Work
Tab 3: Management Approach and Methodology
This section should clearly explain your approach to performing the Scope of Work and managing the
project. Include the following components:
A. Project Execution Plan
Describe your methodology for executing all services outlined in the Scope of Work. Your plan must
include:
• Minimum On-Site Staffing Plan with job titles, descriptions, and responsibilities
• Supervision and Management Structure to oversee operations
• Quality Assurance/Quality Control Plan, including a sample task checklist
• Safety Plan outlining hazard prevention, staff training, and OSHA compliance
• Communication Plan Matrix, including contact details for key personnel
Tab 4: Key Personnel
Provide resumes for proposed key staff members. Each resume must include:
• Full name of the proposed staff member
• Detailed employment history for the past five (5) years, including roles and responsibilities
• Name and contact information of previous employers and supervisors
• Copies of relevant certifications, trade licenses, and training records
• On-Site Supervisor/Area Supervisor must have at least three (3) years of experience managing
janitorial services of similar size and complexity.
All certifications, licenses, and training credentials must be current and submitted to the Project Manager
throughout the contract term.
