property dispute

I have a right of way over my neighbours property. He stops me from exercising this, and creates problems with builders / workmen accessing my property,. There has also been a wall erected over part of the easement. I would like a letter written to him explaining his rights and responsibilities and asking him to stop harassing / creating obstacles to access. I have teh deeds for the two properties from the land registry, and a photo of the wall.
