Person who drove into me insurance company won't pay

My car was damaged in an accident caused by the other driver, but his insurance company won't pay for the damage (estimated damage to bumper was about $1.5K to my jeep. Other car was totaled) . I have auto insurance (progressive), so I need to file a property damage claim to get compensated for the repairs. Unfortunately, there were no witnesses at the time of the accident, therefore I'm unable to provide any statements. I'm looking for a professional to help me investigate this claim and get me the compensation I deserve. The other insurance company is more or less a jerk who made up witnesses and tried to claim the person who drove into our vehicle and clearly totaled their car due to impact and speed, was the victim. There are police reports to attest to what happened but the other insurance company said they don't believe those. Our insurance company closed the claim because the other company accepted fault, but refused to pay, and they won't use lawyers unless we use progressive to fix the jeep first which would result in an insurance hike (admitted by their customer service). All around frustrating circumstance, only people in the car were myself (36yo male no accidents ever) and 6 and 4 year old. Is a cctv camera at the bridge which has a clear shot to where the accident occurred, but told you can't have footage without court order. I'm not a lawyer, but frustrated that someone else's reckless driving put my kids at risk and damaged my vehicle, and then they blatantly lie and get away with it.
