Making terms of service form for my website.

I need someone who can understand the contents and overall functions of my website and make the appropriate terms of service for my website. I'd like to discuss about it more in the chat. The website is about Japanese contents and community website. The users make images and gif files as a post. And since it is an image and gif, I'm concerned about copyright issue. If the copyright owner raise the issue with it, who can be responsible and what parts in terms of service would result in? The writers in my website are like part time job contract.
