I need 1000 Public IP address in one internet provider

I am working on BlueStacks and memu play

I open 500 windows of memu play
And 500 BlueStacks windows

I need a mac address and an Public IP address for each window
The total Public IP address I need is 1000 .
The total mac address I need is 1000
All this from just one internet provider

I want to receive the work completely without problems
