Word count reduction, remove repetition, edit and proofread technical report

I am looking for someone to reduce the word count of a technical report from 5196 to 4000, remove repetition from within the subheading, edit and proofread the technical report. The document is more than 2000 words in length, and it focuses on Technical Reports. The document also needs to be edited and proofread in a specific format or style.
