Mandarin to English PDF Index Revision

I am seeking a freelancer who can execute two main tasks in an existing PDF document with an index:
1. Translate to English: The document is currently in Mandarin and I want it to be translated to English.
2. Add/Remove Sections: I wish to add the "Chapter Headings" section to the index.
This job doesn't require a specific translation style, just a clear index and accurate numbering of images. This task will require someone proficient in document editing, Mandarin-English translation, and familiar with PDF formatting. A keen eye for detail and respect for contextual accuracy are vital for this project.
