Developmental/ structural editing required -- 2

I am looking for developmental/structural editing for my 42,000-ish-word manuscript.
Suggestions must be included as well as track changes.
Make cuts wherever necessary for flow, pacing, author style, etc,. Be as brutal as needed.
Synopsis:
The Wiremaster is a steampunk story aimed at adult/young adult readers.
Grace is a homeless young woman who was abandoned by her brother, Derek, at a young age. Her mother, Sophia, died of sickness when she was five, and her father later disappeared.
In the city of Resonance where Grace lives, a slow gas leak that has been around for hundreds of years is steadily killing more citizens.
Grace attempts to find her brother while accompanied by her friend, Caroline a child, and Nexus, a man a few years older than her, who later becomes her love interest. She soon get pulled into a world of the rebel group, the Breakers, who are fixing the city's filters to save the citizens, and want to find her brother, who was also their former comrade. After shaking the effects of the gas, she discovers the power to burn things.
The Wiremaster, a tyranical ruler that jumps from body to body, is bent of finding them, and instead finds Derek. Taking the man into the fold, the Wiremaster is looking for a new body to inherit and discovers that Derek's is unsustainable. Derek is brainwashed and starts working for the Wiremaster, taking out his old enemies from before the collapse of civilisation.
Grace discovers where Derek is, storms Blacklock tower – where he and the Wiremaster are situated – and ties to take him back. She is captured and absorbs most of the Wiremaster's original memories, including those he has body-jumped to before.
It needs serious work, be as tough on it as needed so it is ready for publishing (other than it copy editing, of course).
I have written in present tense, in UK English.
