Convert PDF Images to Excel

I have a collection of PDF files that are actually image-based scans. Each page contains plain text only—no tables or charts—but the information still needs to be searchable and sortable, so I want it all moved into Excel.

Here’s the structure I need inside the spreadsheet: every paragraph that appears in the PDF should sit in its own cell, in reading order from top to bottom. Whenever the source page shows a clear heading or title, please make it stand out in the sheet—bold text or a light-gray fill is fine, as long as it’s visually distinct from the body copy.

Accuracy is critical. Feel free to use any OCR tool you prefer (Tesseract, Adobe OCR, ABBYY, etc.), but proofread the result so spelling and punctuation match the original scan. Page breaks don’t have to be reproduced; logical flow is more important.

Deliverables:
• One Excel workbook with each PDF page on its own worksheet, paragraphs separated into individual cells, and all headings/titles visibly highlighted.
• The workbook must open cleanly in current Excel versions (O365/Excel 2021).

Once I confirm the formatting looks right and the text matches the source, we can wrap up immediately.
