Program Setup in MSProject

I am looking for a freelancer who can help me set up a program in MSProject for resource allocation. The purpose of setting up the program is to efficiently allocate fixed resources to different tasks in a program of projects allowing accurate prioritisation of projects milestones and efficient resource allocation at a high level.
I have partial data available for the program, and it may need to be supplemented with additional information.
