A PM required to create a project charter

I am looking for a project manager to create a project charter for our upcoming project. The desired outcome of the project charter is to clearly define the project goals and objectives. The timeline for completing the project charter is less than 1 week. The intended stakeholders for this project charter are external clients or partners.
