Project Scope
TCE requires an experienced Senior Project Controls Consultant to develop and deliver a structured PMO Governance Framework for an active infrastructure programme in the GCC region. This is a defined, deliverable-driven engagement with scope as follows:
Deliverable 1 — PMO Governance Framework
Develop a complete Project Controls and PMO governance structure aligned to the client programme, covering scheduling methodology, progress measurement, earned value management, reporting hierarchy, and document control protocols.
Deliverable 2 — Baseline Schedule & Reporting Pack
Produce a master baseline schedule in Primavera P6, including activity coding, calendar setup, resource loading (where applicable), and an executive reporting dashboard with S-curves, KPI matrix, and variance commentary.
Deliverable 3 — Contractor Schedule Review Protocol
Develop a standardised review and audit protocol for assessing contractor programme submissions, progress claims, and schedule recovery plans — aligned to NEC or FIDIC contract requirements as applicable.
Deliverable 4 — Programme Dashboard Template
Produce a reusable executive-level reporting template (PowerPoint or Power BI) for monthly progress reporting, suitable for client and stakeholder distribution.
Ongoing Work
Upon successful completion of the above deliverables, TCE intends to offer the selected consultant further project-based engagements across our active and pipeline portfolio. Volume and continuity will depend on project demand and mutual agreement at the end of each assignment.
Ideal Candidate Profile
Minimum 10 years of project controls experience on major construction or infrastructure programmes
Proficiency in Primavera P6 is mandatory — please state your specific use cases
Demonstrable experience on GCC projects (Saudi Arabia, UAE, or Qatar) strongly preferred
Familiarity with NEC, FIDIC, and Saudi Aramco or SEC project environments
Ability to work independently and deliver to agreed milestones without day-to-day supervision
Professional accreditation preferred: PMI-SP, PMP, APM, or equivalent
