I’m preparing a council tender in London for the replacement of an ageing 450 m² flat roof with a BMI Icopal high-performance warm roof system. I need an experienced quantity surveyor to take the lead on the commercial side of the submission.

Scope of your brief
• Develop a detailed cost estimation for the full warm-roof build-up, working from my basic sketches and any site data you require.
• Shape a realistic programme: I want a clear schedule that aligns with local-authority expectations and shows each phase from strip-out through final inspection.
• Map the key financial and delivery risks, assigning sensible allowances and mitigation actions so the bid feels rock-solid.

Key context you should know
– All strip-out and installation work will be carried out by my own roofing team; your focus is pre-contract documentation and ongoing cost control.
– The tender must comply with UK council procurement rules and reference BMI Icopal specifications accurately.
– Access to the site for measurements can be arranged quickly.

Deliverables
• Priced bill of quantities in industry-standard format (Excel or CITE).
• Gantt-style schedule with critical path identified.
• Risk register highlighting cost, time and H&S exposures with proposed contingencies.
• Executive summary ready to drop into the council tender portal.

Acceptance criteria
A submission that allows me to upload the cost plan, programme and risk register in one pass, is fully traceable back to the sketches and supplier quotes you gather, and withstands the council’s value-for-money checks.
