Responsible for the Project Management topic responses and planning on bids in the Public Safety market

I'm looking for a freelancer to help me with public safety project management needs. I want someone who can understand the complexities of the Public Safety or public sector procurement and tendering and provide assistance with Bid Content and the preparation of WBS, Outline Programmes etc. This project will require quick ramp up, with at least 6 month's worth of work, most likely longer. Specific guidelines and support are available for bid content and pricing will be provided by existing colleagues once the project begins.
