PROJECT MANAGEMENT PLAN

I am looking assistance in developing a project management plan which will be based on project management lifecycle and office. I will be needing many individual files also like charter risk assessment scheduling and much more as this is a 4 month long project where submissions will be required through out. The offerer must have MS project and WBS and should be expert in this.
