Need a Travel Portal Plan for a village (Planning project)

im planning to build a travel portal for my village, which will focus on improving the tourism opportunities for my people. im looking for someone who will help me design a plan for the same as a consultant and not actually develop the project. the role of the consultant to make a blue print document or like a RFP that will include all that this project will need to do.
