Looking for a project manager

hi the roles and responsibilities of project manager :
he or she should be able to get work done..
find the developer get work done.. make sure the project in on time intact with budget
and also he or she should be make sure study the project details properly
someone from technical field will be much suited for this

i will go with 1 project in starting if goes well we can go long term
payment will be depends on each project wise..
