Looking for a Project manager with Native or Fluent in English

I am sorry but no India/Pakistan please. I'm looking for a project manager with a high level of native or fluent English speaking skills. The project manager will oversee and manage a software development project. While there is no specific number of years of experience required, the project manager must possess a high level of proficiency in the English language in order to effectively communicate and successfully complete the project.
